[CIR] Extract CIR_ClassCastOp base class for BaseClassAddrOp and DerivedClassAddrOp (#195478) Both ops have identical structure (arguments, results, assembly format) and differ only in mnemonic and description. Extract a shared TableGen base class to eliminate the duplication. Improve the assembly format to be more consistent with the rest of CIR. Assisted-by: Claude Code (Claude Fable 5.1).
