[lldb] Add `ValueObject::CreateValueObjectFromScalar` and fix `Scalar::GetData` (#151350) Add `ValueObject::CreateValueObjectFromScalar` function and adjust `Scalar::GetData` to be able to both extend and truncate the data bytes in Scalar to the specified size.
