[WasmEHPrepare] Explicitly create inbounds GEP (NFCI)
These are known to be inbounds, create them as such. NFCI because
constant expression construction currently already infers this.
Also drop the unnecessary zero-index GEP: This is equivalent to
the pointer itself nowadays.
