[AMDGPU][GlobalISel] Add RegBankLegalize support for G_ATOMIC_CMPXCHG (#178066) From the legalizer, G_ATOMIC_CMPXCHG is legal with local and region pointers. Global and flat pointers are converted into G_AMDGPU_ATOMIC_CMPXCHG. Implement rules for both variants.
