[RISC-V][GlobaISel] Legalize G_ATOMIC_CMPXCHG and G_ATOMIC_CMPXCHG_WITH_SUCCESS (#157634) This change introduces legalization for `G_ATOMIC_CMPXCHG` and `G_ATOMIC_CMPXCHG_WITH_SUCCESS`.
