Element-R: Implement `VerificationRequest.accept` (#3526)
* Pass `supportedVerificationMethods` into `VerificationRequest`
... so that the application can later call `accept()` and we know what to send.
* Implement `VerificationRequest.accept`
* Implement `VerificationRequest.declining`
* Update src/rust-crypto/verification.ts
