Update protobuf version to 6.33.5 (#28684)
### Description
We have internal alerts asking to update protobuf version in response to
CVE-2026-0994.
The alert asks
tools/ci_build/github/linux/docker/inference/aarch64/python/cpu/scripts/requirements.txt
to be updated to 5.29.6
while the rest are asked to be set to 6.33.5.
