[CUDA] Suppress CUDA 13 MSVC build warnings (#33149)
## Description
CUDA 13.4 headers trigger MSVC warnings C4100 and C4193 while compiling
the CUDA execution provider plugin, and NVCC-generated objects can
trigger LNK4099 because their compiler PDB is not retained.
Warning-as-error builds therefore fail on toolkit diagnostics outside
ONNX Runtime's control.
This change suppresses only those known diagnostics for the Windows CUDA
plugin while preserving warnings-as-errors for ONNX Runtime code.
## Summary of Changes
### CUDA plugin build configuration
- Suppress MSVC C4100 from `cuda_fp4.hpp` and C4193 from CCCL headers
for CUDA 13 and newer.
- Ignore LNK4099 when linking the CUDA plugin because NVCC does not
retain the referenced host compiler PDB.
- Keep all suppressions scoped to MSVC CUDA plugin builds.
## Testing
- `lintrunner -a`
- Regenerated the existing Visual Studio build with the `ZERO_CHECK`
target.
- Verified the generated CUDA plugin project contains `/wd4100`,
`/wd4193`, and `/IGNORE:4099` in the expected compile and link
configurations.
