[ROCm] add SkipLayerNorm vectorize Regular case (#12821)

add SkipLayerNorm vectorize regular case
1. when hidden size <= 1024, SkipLayerNormTunable op can use both small
case and regular case
2. when hidden size > 1024, SkipLayerNormTunable op can only use regular
case.
