(#32440) ### Description <!-- Describe your changes. --> This pull request introduces several improvements and cleanups to the JavaScript E2E image tensor tests and makes significant changes to the CI/CD pipeline YAMLs, especially around pre-release versioning and test data handling. The main highlights are the removal of external dependencies in tests by introducing local deterministic image generation, and the deprecation of `alpha` and `beta` pre-release suffixes in packaging pipelines. **JavaScript E2E Test Improvements** * Replaced the test's dependency on an external image URL with a localhost-served, deterministic JPEG image, improving test reliability and removing the need for an internet connection. Added a Python script (`generate_test_image.py`) to generate this image and updated the test server to serve JPEGs with the correct MIME type.
