Update Kusto dashboard SDK dependencies to 6.0.0 (#33783)
Update `azure-kusto-data[pandas]` and `azure-kusto-ingest[pandas]` from
4.5.1 to 6.0.0 in the dashboard requirements. Keep the SDK versions
aligned for the binary-size and code-coverage uploaders while retaining
pandas support. No uploader code changes are needed.
Validated full dependency resolution for Linux CPython 3.9, the SDK's
minimum supported Python version. Both offline uploader compatibility
tests passed with SDK 6.0.0, covering Azure CLI connection-string
construction, CSV ingestion properties, and DataFrame payloads with the
ingestion client mocked. Live Kusto ingestion was not performed. `git
diff --cached --check` passed.
