Add agent review guidance for the native WebGPU EP Add path-scoped invariants (.github/instructions/webgpu-ep.instructions.md) and a review skill (.github/skills/webgpu-ep-review) so Copilot code review and local agents apply WebGPU-specific checks: program cache keys, dispatch and bounds, GPU-side indexing of untrusted data, narrowing, Dawn callbacks, concurrency, graph capture, portability, registration, and test coverage.
