Migraphx ep windows build (#21284)
### Description
Repeat of #21084 with removal of policy CMP0144 to suppress warnings
which uses CMake 3.27.0.
### Motivation and Context
Already approved PR:
https://github.com/microsoft/onnxruntime/pull/21084
Removed the added policy from CMake 3.27.0.
