[DML EP] Fix dml_external_project (#15656)
### Description
While building ORT for DML EP with `dml_EXTERNAL_PROJECT` flag, 2
variables (`DML_SHARED_LIB`, `DML_PACKAGE_DIR`) value is not set
properly.
