Add C# EPContext data callbacks Expose stable external EPContext read and write callbacks in the C# binding. Provide allocator-backed zero-copy read buffers, chunkable non-owning write views, callback exception propagation, v1.30 API mirrors, ref-counted callback lifetimes across sessions and compilation options, and example-plugin integration tests.
