Bump version to 1.32.0 (#33197)

Bump ONNX Runtime from 1.31.0 to 1.32.0 and keep native, Python, and
JavaScript release metadata synchronized.
- Set `ORT_API_VERSION` to 32 and update the release-version assertions
for `OrtApi`, `OrtCompileApi`, and `OrtEpApi`.
- Update all four JavaScript package manifests, lockfiles, generated
version modules, and Node.js installation metadata.
- Add the 1.32.0 Python release-history entry.
- Preserve existing API layouts and dependency versions.

Prepare main for the 1.32 development cycle, following the previous
version bump in #32523. Use the existing Python version-update helpers
and JavaScript metadata generator.
### Validation
- Release consistency checks across all 20 changed files: passed.
- `c++ -std=c++17 -fsyntax-only -x c++ -Iinclude/onnxruntime
-Ionnxruntime -`: passed with 40 existing version-validation assertions
and 47 API release/ABI assertions supplied on stdin.
