[ROCm] fix rocm-6.2 build issues (#21993)
Composable Kernel build fails under ROCm 6.2.
This PR patches Composable Kernel the same way as
https://github.com/ROCm/composable_kernel/pull/1346
* fix buffer resource to match "s" constraint
* add missing memory clobber
