[js/webgpu] exclude WebGPU reduce_log_sum_exp_* float64 test cases (#17472) ### Description as explained in the comments, tests "test_reduce_log_sum_exp_*" on opset17/opset18 are excluded because they use float64. They are passing now because they fallback to CPU. WebGPU does not support f64.
