Default native telemetry to 1DS
Upgrade cpp_client_telemetry to 3.10.240.1 so public builds use the supported cross-platform backend by default while preserving explicit TraceLogging and no-telemetry modes.
Add Windows persistent device identity and retain the hashed platform adapter identity as a separate telemetry field. Propagate Apple system SQLite and zlib requirements through static package metadata.
