Some kernel changes for TULR (#14517)

1. fix a bug in relative position bias kernel where seq_len > 32
2. rename extra_add_qk to relative_position_bias
3. support relative_position_bias in multihead attention (B, N, S, S*)
4. gru_gate support by Lei
