Merge finalized EPContext API into OpenVINO callback adoption Use callback/state-only transport and renamed callback support flags. Move test allocation limits into the application callback, preserve filesystem-path regression coverage and error guidance, and validate the OpenVINO 2026.2.1 CPU path.
