20ae6b4b - Fix reporting of items in the task switching list and the system menu in console windows.

Fix reporting of items in the task switching list and the system menu in console windows. Rather than allowing pop-up windows based on process id checks, allow all topmost windows. This seems to cover all cases I can think of.
