Update eSpeak and CLDR (#18581)

Description of user facing changes:
* Updated eSpeak NG to commit `a4ca101`, with improvements to
Farsi/Persian
* Updated Unicode CLDR to
[47.0](https://cldr.unicode.org/downloads/cldr-47).
Localisation data for emojis has been added for bosnian and belarusian

Followed https://github.com/nvaccess/nvda-cldr/ and espeak.md
Merge in changes from https://github.com/nvaccess/nvda-cldr/pull/9 and
https://github.com/nvaccess/nvda-cldr/pull/10
Testing strategy:
Built NVDA - tested latest espeak synth
