Don't block initial focus on the Shut Down Windows dialog invoked by pressing alt+f4 on the Desktop. For some strange reason, GetForegroundWindow still returns the Desktop for a while, even though events look fine and we don't get another foreground event after. I haven't seen this occur anywhere else, so just special case this; it's probably specific to the shell.
