Add documentation for starting and exiting (#12645)
Summary of the issue:
The 2021.1 release was partially delayed due to bugs introduced when improving the starting, and exiting processes for NVDA.
Description of how this pull request fixes the issue:
Better documents these aspects of NVDA so development in these areas is safer.
