Fix snapshot deploy group

Deployment of snapshots may cancel the deployment of other snapshots

Description of developer facing changes:
Snapshots such as alpha, beta, rc or try- snapshots will only cancel each other if they are on the same branch
Description of development approach:
Change deployment group to include the ref name
