Updates Belarusian, Croatian and Polish symbols, in accordance with
original English file.

User will hear simplified name for the circumflex accent, instead of
normalizes

Not applicable
### Description of development approach:
Edited Croatian, Polish and Belarusian files and tested that changes
work.
### Testing strategy:
Tested from source copy of NVDA.
### Known issues with pull request:
None known, and none expected.
