Provider 'enabled' config state moved to the provider's config section (PR #10500) * Save enabled state for a provider within the provider's config section * NVDA Highlighter, make sure that highlighting state is properly reflected when the provider is off and all tree check boxes are on. In this case, the provider config has gotten out of sync "somehow".
