Again allow events from certain top-level popup windows (e.g. Shutdown menu in Win7, hopefully Start Menu in XP). Specifically: move the existing filtering code from IAccessiblehandler.processFocusWinEvent into eventHandler.shouldAcceptEvent, reversing the logic of course.
