Update windows-sdk version to 10.1 (#18648)
Fixup from #18592
Summary of the issue:
We are installing an older version of Windows SDK for symstore.
We should use the latest version 10.1.
The installation of 10.0 seems to also fail occasionally #18597 (comment)
