Switch to using timezone aware objects when setting and checking certificate validity (#17810)

Summary of the issue:
Using NVDA as the Remote relay server currently fails due to some timezone objects being tz-naive and some tz-aware when checking certificate validity.
Description of user facing changes
Using NVDA as the Remote relay server should now work correctly.
Description of development approach
Changed the remaining tz-naive datetime objects to be tz-aware when generating or checking certificates in the local Remote server.
Testing strategy:
Set my device to be the Remote server and made sure initialization succeded.
