cdaf532b - Update the Authenticode certificate which is used to sign NVDA's files.

Update the Authenticode certificate which is used to sign NVDA's files. This certificate is now valid until August 2024, and is 3072 bit instead of 2048 bit. The certificate as stored in this repository is also now encrypted much stronger, using sha256, pbkdf2 and a salt.
