Update eSpeak NG and Unicode CLDR (#19293)
Part of #18681
### Summary of the issue:
eSpeak NG and Unicode CLDR need to be updated.
### Description of user facing changes:
Emoji support has been added for Luxembourgish.
### Description of developer facing changes:
CLDR has been updated to 48**
eSpeak NG has been updated to commit b0b605c8
### Description of development approach:
Updated `include/nvda-cldr` to the tip of `main-out`
Followed the steps in `include/espeak.md`.
### Testing strategy:
Ensured that `source/locale/lb/cldr.dic` exists.
Tested using eSpeak.
