Summary of the issue:
Janitorial update of espeak
espeak changed their build system, so the instructions need updating
certain steps in the instructions were missing necessary details / example commands

Fix up test logic to compare languages without locales when espeak defaults to a language with locale
fix typo in WIN32 compilation flag
added 2 new languages and clarified step for adding languages
