8160327: adding a new test case where `compression` = 0x60000
Previously I tried to strictly adhere to the specs (by looking at the `compression` tag). Now instead we interpret the presence of tags 513 & 514 as evidence that we should treat the thumbnail as a JPEG.
This is what Burkhalter's original proposal did.
