Add Dimmed Device classes and new Device features (#279)
* Allow to check if NamedHandler has a handler for an action
* Add method to wrap command handlers to favor commandhandlers over default implementation
* Update Cluster server OnOff and LevelControl and use Wrapped approach
* Update Device and OnOff devices, allow override clusters, wrapped approach
* Add Dimmed Device classes
* fix tests
* fix tests and adjust logic if no command handler is present
