Enhance subscription time calculation (#1216)
* Enhance subscription time calculation
Now that we calculate the normal resubmission cycle also for the peer in Message exchange we can also utilize this for subscriptions from a peer node to us as controller.
* Enhance logging on resumptions record restore
* Fix shell npm script
* Fix test (multi invokes need to have a commandRef)
* Update changelog
* Adjust comment
