Start to Refactor Commissioning process (#245)
* Split out Commissioning process from MatterController into own class
* Make configurable in ControllerNode
* Formatting
* Correctly split up Handlers for AdministratorCommissioning (not used yet but stumbled over it)
* manual Hacks around #242 and #243
* announce cleanup
* remove hack change from before
* Address review comments
* Use 0xFFF1 as Controller Vendor ID but make configurable
* Refactor network commissioning a bit
* optimize and finalize
