A few semantic tag cleanups (#1102)
- Adds @project-chip/matter.js/tags/* exports
- Removes the Common*Tag.ts files that were development artifacts and shouldn't have been checked in
- Renames "name" to "label" for tag definitions to better align w/ Matter terminology
