Fix bench w/ iobinding; Remove cpu fallback (#113703) Summary: Summary - `TORCH_TO_NUMPY_DTYPE` was misplaced previously hence subclasses cannot access it. - Remove cpu fallback when benching onnx with gpu, expose gpu run failures properly.
