Cleanup unused TorchBench workflows (#2634)
Summary:
* Clean up user benchmark and their corresponding bisection workflows
* Clean up `torchao` userbenchmark run. Corresponding PR on test-infra https://github.com/pytorch/test-infra/pull/7034
* Clean up the unused GCP Docker workflow
The remaining workflows are for PR testing and building nightly Docker images, which might still have some values getting them fixed. So, I opt to update them instead.
