Adding qat model to benchmark suite
Summary: this is the mobilenet_v2 model with a few new functions to perform prep and conversion into qat and quantized form
Test Plan: with-proxy pytest test_bench.py -k "mobilenet_v2_quantized" --ignore_machine_config
