[test] add opinfo based eager reference test (#3019)
* add opinfo eager reference test
* add to run tests
* python3.6 doesn't support named_tuple with defaults
* skip index_put (CUDA CI failed)
* migrate skip_list -> allow_list
* make yapf happy :)
* add reference to failing test log and skiplist comment
* fix trailing spaces in variant name and update name logic
