Support release builds in Terraform triggers (#4384)
* Add more options to support release builds.
* FIx 1.13 GCB trigger
* Fix torch pins and patches
* Remove `git_file_source` entirely
* Set the correct release tag
* Fix for empty patches
* Go back to Docker build
* Re-enable worker pool and increase bazel jobs
* Correct comment
