[PJRT] Replace XRT CI tests with PJRT (#4723)
* Disable XRT C++ tests
* Replace XRT Python tests.
* Fix recursion
* disable async scalar test
* Refactor and reenable some tests for XRT
* Fix syntax error
* Only run rendezvous test on XRT
* Move torchrun to XRT
