Add DPA to legal docs in documentation
Slightly reorganizes some of our legal docs under a separate path, but
doesn't move some of the files yet.
This is our DPA from our lawyers, pandoc reformatted to reST. We
wouldn't use this for esign, but the source of an esign/click-through
version would be the same as this file.
