Do not use -t when installing cog on a base image
* -t forces the installation to happen into /dep
Which in a normal install is force copied into
site-packages
* However in a base image this dep copy has
already happened so we can’t just install to the
/dep folder.
* We need to install to pyenv directly without
using the -t modifier.
