Keep requirements.txt in sync for pipeline models (#2515)
* Always download and update requirements.txt
* lint
* Overwrite requirements.txt before validation
* skip test that expects validation errors since we're always overwriting the file
* lint fixes
* use CogBuildArtifactsFolder global
