Re-enable `cmath.sqrt(complex(-1,-0.0))` test (#54923)
Summary:
Both JITed and plan `cmath.sqrt(complex(-1, -0.0))` should return `-1j` after https://github.com/pytorch/pytorch/pull/54820 has been resolved.
Also, use f-string instead of `.format` method
