Support `__rmod__` (#58476)
Summary:
Fixes https://github.com/pytorch/pytorch/issues/58035.
This PR implements `torch.Tensor.__rmod__` and `torch.remainder(scalar, tensor)` for the compatibility with NumPy’s interface.
